Vision

For security and protection of constitutional rights of the population of Georgia, also for fulfillment of international obligations in the fields of Electronic Communications, Information technologies, Post, Innovations and High technologies:

- Eliminating the digital divide and development of broadband Internet infrastructure;
- Supporting the introduction of new types of services; 
- Development of Electronic Communications, Post and Broadcasting with modern technology;
- Development of ICT entrepreneurship and competition;
- Formation of information and postal space connecting Europe and Asia;
- Development of electronic commerce and etc.

Responsibilities

Functions of the Department of Communications, Information and Modern Technologies:

  • Participation in elaboration and implementation of the state policy directions within the competence in the fields of electronic communications, information technologies and post, as well as scientific and technological innovations; 
  • For promotion of creation export-oriented scientific and technological innovation and information technology products and commercialization of scientific and technological products as well, determination of basic state policy directions, mid-term and long-term strategies and priorities, and elaboration, implementation and monitoring of the programs based on them;
  • Elaboration of development and improvement strategies, programs for the fields of electronic communications, information technologies and post, scientific and technological innovation as well and partaking in its implementation according to the legislation; Elaboration of short, medium and long-term development strategies of appropriate normative basis for E-services, e-commerce, Internet content and etc.
  • Elaboration of concept, strategic plan and program of e-government for improvement of State governance on the base of innovations, information and telecommunication technologies development; 
  • Participation in elaboration of cyber and information security policy and monitoring;
  • Coordination of the common use electronic communications, information technologies and postal networks and the operation of the facilities during the emergency situation and/or a war, including cyber and/or information attack, according to the legislation, regardless their ownership status;
  • Organization of issuing postage payment signs (stamps, stamped envelopes and postcards); drawing out the list of prohibited items of which the import or export is prohibited through the postal network;
  • Technical and economic analysis of the electronic communications, information technologies and post, scientific and technological innovations as well, predictions of their further development;
  • International cooperation in the fields of Communications, Information and Modern Technologies, and Innovations etc.

Current Agreements:

  • The Agreement’s signing procedures are ongoing with India, Poland, Lithuania, Czech Republic and Belarus.

International ratings

  • Georgia is ranked 58th in the Network Readiness (NRI) index among 139 countries in the World Economic Forum's 2016 Global Information Technology Report. Georgia has improved 30 places comparing to 2012;
  • Information and Communication Technology Development Index of the International Telecommunication Union (ITU) - 72 (from 175 countries), in 2016 rates Georgia improved 13 places in the ranking comparing to 2010. 
  • In the global innovation index (GII) jointly published by World Intellectual Property Organization (WIPO), Cornell University (Cornell University) and The European Institute of Business Administration (INSEAD), Georgia is ranked 64th among 128 countries. Country moved forward with 9 places in the ranking in 2016 comparing to 2015 and with 20 places comparing to 2010.
