In order to regulated city-building and housing, facilitate sustainable economic development as well as to wisely use natural and economic resources, it is essential to carry out spatial and territorial planning covering the regions, towns and settlements of the country. In these terms, special priority is given to the recreational areas.

Preparation of the special document on spatial development of the regions, towns and other settlements of Georgia is currently being implemented. 

The following decree projects were approved:
On Implementation of Development Measures for the Municipalities of Akhmeta and Tusheti;
On Implementation of Development Measures for the Municipality of Mestia and Mulakhi Community;
On Implementation of Development Measures for Bakhmaro;
On Implementation of Some of the Measures for the Development of Bakuriani and Big Mitarbi;
On Implementation of Some Events for the Development of the Village Ikalto Khevi in the Municipality of Telavi;
On the Implementation of a number of measures required for the development of the village of Gudauri in the Municipality of Kazbegi, Municipality of Oni and some of its villages: Utseri, Mravaldzali and Resort Shovi, as well as for the development of the Municipality of Ambrolauri and villages of Nikortsminda, Chrebalo, Tsesi, and the tourist-recreational complex of Shaori.

The municipalities are distinguished with historical-geographical importance, preserved natural ecosystem, natural and cultural landscapes, material and intangible historic-cultural heritage and system of protected areas. Since these regions have high recreational, resort and tourism potential and good prerequisites for the creation of international level complexes, it is important to have a manual document, which will ensure not a chaotic, but a measurable development of these territories that will further increase their competence for attracting the additional investments and create more opportunities to maintain the cultural-historical values of the regions.

In order to perfect the legislation regulating the construction, a draft Code of Spatial Planning and Construction Activities has been elaborated. The Code aims to regulate and settle the single norms regulating the issues related to spatial planning and construction activities for the whole country. The Code will also regulate any legal relations regarding the issues related to spatial planning and construction activities. The draft of the Code shall be submitted to the Government consideration in the nearest future.

In order to improve the technical regulation of construction activities, parts of the International Building Code (IBC) were translated into Georgian by USAID’s EPI project and it was approved by the Government of Georgia as the Construction Safety Rules in the January of 28, 2016.

Spatial Planning and Construction Policy Department is heads the translation of the Eurocodes (Unified System of European Building Standards). The following parts of the Eurocodes are already translated: Eurocode “Basis of structural design”, Eurocode 1 (“Actions on Structures”) Eurocode 2 (Design of Concrete Structures), Eurocode 7 “Geotechnical Design”,  Eurocode 8 (Design of Structures for Earthquake Resistance).  The Eurocode 3 (Design of Steel Structures) is being translated at present.

The Ministry aims to promote the development of modern technologies and implementation of the safety and energy efficiency in the field of construction. With the support of the European Bank for Reconstruction and Development (EBRD), the estimation of the housing sector is carried with respect to increasing and implementation of the energy efficiency. The project also covers the improving of the legal framework for housing policy. The project, in general, aims to analyze the construction sector, including a detailed analysis of the legal and institutional environment and the shortcomings and drawbacks of the energy efficiency of buildings, which is considered to be a hindrance. The project analyzed the housing sector conditions. Project consists of 2 phases. European Bank for Reconstruction and Development (EBRD) is currently editing the first phase of the housing sector analysis data and the process is almost finished. The national energy efficiency draft action plan has been elaborated as well.
