National Spatial Development Plan (NSDP) of Georgia 

On May 30, 2016, the 4th Session of the Government Commission on elaboration of the spatial development plan of Georgia was held, where the members of the commission discussed the proposals submitted by the four (4) different consortiums. The Commission decided to continue working with the COWI (Denmark) consortium; 

In order to enhance the main and supplementary working groups, the Consortium presented candidates of Georgian as well as foreign specialists and experts and the relevant documentation confirming their qualifications and expertise. The Government Commission is currently preparing for the N5 meeting.

 

Elaboration of City-building Document on Bakhmaro Recreational Area Development

On February 25, 2016, following the Ordinance №317 on Implementation of Number of Measures for Bakhmaro Recreational Area Development, the Ministry of Economy and Sustainable Development announced a contest for selection of a service provider for elaboration of the Bakhmaro Recreational Area City-building Document. 

The Commission selected the Artstudio Project Ltd. as the winner candidate. The company already started working on the project, which is due to be accomplished on April 25, 2017.

 

Elaboration of Spatial Development Plan for Mestia Municipality and the Mulakhi Community Villages – Chola, Artskheli, Zardalshi, Lakhiri, Majvdieri, Murshkeli, Jabeshi, Jamushi, Gvebra, Chvabiani and Tsaldashi

On May 25, 2016, following the Ordinance №773 on Implementation of Number of Measures for the Development of the Mestia Municipality and Mulakhi Community, the Ministry of Economy and Sustainable Development announced a contest for selection of a design service provider for elaboration of the spatial-territorial documentations of the Mestia Municipality and the Mulakhi Community villages of Chola, Artskheli,Zardalshi, Lakhiri, Majvdieri, Murshkeli, Jabeshi, Jamushi, Gvebra, Chvabiani and Tsaldashi. 

The Commission selected the GIS and RS Consulting Center as the winner candidate. The company already started working on the project, which is due to be accomplished on January 19, 2018.

 

Elaboration of Spatial Development Plans for Akhmeta Municipality and Tusheti, – Omalo, Dartlo, Parsma, Girevi, Dochu, Jvarboseli, Shenako, Diklo, Indurta, Etelta and the settlements of Akhmeta Municipality – Zemo Alvani and Kvemo Alvani

On May 11, 2016, following the Ordinance №799 on Implementation of Number of Measures for the Development of the Akhmeta Municipality and Tusheti, – Omalo, Dartlo, Parsma, Girevi, Dochu, Jvarboseli, Shenako, Diklo, Indurta, Etelta and the settlements of Akhmeta Municipality – Zemo Alvani and Kvemo Alvani, the Ministry of Economy and Sustainable Development announced a contest for selection of a design service provider for elaboration of the spatial-territorial documentations of the Akhmeta Municipality and Tusheti, – Omalo, Dartlo, Parsma, Girevi, Dochu, Jvarboseli, Shenako, Diklo, Indurta, Etelta and the settlements of Akhmeta Municipality – Zemo Alvani and Kvemo Alvani. 

The Commission selected the Studio 21 Ltd. as the winner candidate. The company already started working on the project, which is due to be accomplished on May 4, 2018.

 

Elaboration of City-building Documents for Bakuriani and Didi Mitarbi Development

On July 7, 2016, following the Ordinance №1373 on Implementation of Number of Measures for the Development of Bakuriani and Didi Mitarbi, the Ministry of Economy and Sustainable Development announced a contest for selection of a design service provider for elaboration of the spatial-territorial documentations for Bakuriani and Didi Mitarbi.

The Commission selected the Architectural Bureau Ltd. as the winner candidate. The company already started working on the project, which is due to be accomplished on October 2, 2017.

 

Spatial Regulatory Plan for Development of the Ikalto Khevi in Telavi Municipality Village of Ikalto

In the June of 23, 2016, within the №1182 provision submitted by the Government of Georgia on Implementation of a Number of Measures for the Development of Ikalto Ravine in the Village of Ikalto, Telavi Municipality of Kakheti Region, the Ministry of Economy and Sustainable Development has announced a contest for selection of a design service provider for elaboration of Ikalto Khevi Development Regulation Plan.

On June 23, 2016, following the Ordinance №1182 on Implementation of Number of Measures for the Development of Ikalto Khevi in Telavi Municipality Village of Ikalto, the Ministry of Economy and Sustainable Development announced a contest for selection of a design service provider for elaboration of the spatial-territorial documentations for Ikalto Khevi in Telavi Municipality Village of Ikalto.

The Commission selected the Free Architecture Ltd. as the winner candidate. The company already started working on the project, which is due to be accomplished on July 7, 2017.

 

City-building Documentation of Gudauri Recreational Area Development

The Canadian company Ecozine Ltd. has elaborated a regulatory plan for the development of the Gudauri recreational area following the initiative of the Mountain Resort Development Company of the Ministry of Economy and Sustainable Development. Artstudio Project Ltd. is currently adapting the documentation to the Georgian legislation. 

 

Spatial Regulatory Plan for Development of the Oni Municipality and Villages of Utseri, Mravaldzali and Resort Shovi

The Ministry of Economy and Sustainable Development of Georgia has started preparational works for conducting the contest on selection a design service provider for elaboration of the spatial-territorial planning documents for the development of the Oni Municipality and villages of Utseri, Mravaldzali and Resort Shovi.

 

Spatial Regulatory Plan for Development of the Ambrolauri Municipality and Villages of Nikortsminda, Chrebalo, Tsesi and Shaori Tourist Recreational Complex

The Ministry of Economy and Sustainable Development of Georgia has started preparational works for conducting the contest on selection a design service provider for elaboration of the spatial-territorial planning documents for the development of the Ambrolauri Municipality and villages of Nikortsminda, Chrebalo, Tsesi and Shaori tourism-recreational complex.

 

EuroCodes

The Spatial Planning and Construction Policy Department of the Ministry of Economy and Sustainable Development is carrying out the project on Implementation of the Construction Codes (EuroCodes) developed by the European Committee of Standardization in Georgia.

Eurocodes are currently being translated into Georgian. European standards (together with National Annexes) will replace the existing Soviet-time construction rules and norms in Georgia.

The Eurocodes include the following parts, which, in turn, consist of separate sub-parts:
EN 1990 Eurocode: Basis of structural design
EN 1991 Eurocode 1: Actions on structures
EN 1992 Eurocode 2: Design of concrete structures
EN 1993 Eurocode 3: Design of steel structures
EN 1994 Eurocode 4: Design of composite steel and concrete structures
EN 1995 Eurocode 5: Design of timber structures
EN 1996 Eurocode 6: Design of masonry structures
EN 1997 Eurocode 7: Geotechnical design
EN 1998 Eurocode 8: Design of structures for earthquake resistance
EN 1999 Eurocode 9: Design of aluminium structures

EuroCodes 0, 1, 2, 3, 7 and 8 has already been translated. The Eurocode 4 (Design of composite steel and concrete structures) is being translated at present.

Energy Efficiency Promotion in Housing Sector

Energy efficiency is one of the priorities of economic development. After the transport sector, buildings are the second largest power utility that uses about 30-35% of the energy consumed in the country.

In October 2016, the Ministry of Economy and Sustainable Development of Georgia officially signed a protocol, which marked the joining to the Energy Union. Georgia took the obligation to harmonize Georgian legislation with the following European regulations:

  • Directive 2012/27/EU on Energy Efficiency
  • Directive 2010/31/EU on Energy performance of buildings
  • Directive 2010/30/EU on the indication by labeling and standard product information of the consumption of energy and other sources by energy-related products.

The Ministry of Economy and Sustainable Development, the Ministry of Energy and the companies engaged in the project are currently working on the development of the National Energy Action Plan (NEEAP), which includes energy efficiency measures for buildings, public sector as well as the industry and transport sector.

The NEEAP establishes the agenda for setting up an Energy Efficiency Fund/Agency, which will significantly facilitate in implementation of the measures envisaged by the Action Plan.

The Ministry of Economy and Sustainable Development of Georgia addressed the European Bank for Reconstruction and Development (EBRD) to assist in the political, legal and regulatory study the energy efficiency environment of the existing housing sector and evaluation of the legal, regulatory, technical and financial aspects of the implementation of energy efficiency standards in buildings, as well as to improve the legislation of resettlement policies and residential buildings that will facilitate the improvement of energy efficiency in the housing sector. The project consists of two phases.

The first phase of the project, aiming to provide detailed analysis of the housing sector of Georgia, including political, legal and institutional arrangement and technical and economic aspects was successfully accomplished. 

The second phase of the project implies the elaboration of the amendments to the existing legislation taking into account the recommendations presented.

With the financial support of the Kingdom of Denmark, a four-year project - Enhance Energy Efficiency and Sustainable Energy Development in Georgia - is being implemented in Georgia. This project aims to harmonize Georgian legislation, normative acts and other documents with European standards and is envisaged to organize trainings for awareness raising on energy efficiency. The project is implemented with Danish consulting company NIRAS.
