Transportation Safety Investigation Bureau 
 

According to Government resolution № 269 2012 July 18, in Georgia was established independent body - the civil aviation and maritime transport accident/incident investigation bureau (TAIIB), which is separate from the Civil Aviation Agency and Maritime Transport Agency. 

According to the 2023 amendments to the Law of Georgia on Management and Regulation of the Field of Transport, two new areas have been added to the Investigation Bureau – Railway and Inland Waterway. The amendments also changed the name of the Bureau to the Transportation Safety Investigation Bureau (TSIB).

TSIB is directly under the Minister of Economy and Sustainable Development of Georgia. The Bureau is functionally independent and has unlimited authority during investigation.

The main purpose of TSIB is to conduct technical investigations of transport accidents and incidents in the fields of civil aviation, railway, maritime and inland waterways transport 
The sole objective of the investigations is the prevention of aviation, maritime, inland waterway and railway accidents and incidents. The investigation shall in no case be concerned with apportioning blame or liability.

The Bureau is guided by the following local legislation: 

  • Air Code; 
  • Maritime Code;
  • Railway Code;
  • Law of Georgia On Management and Regulation of the Field of Transport;
  • “Regulation on  the civil aviation and maritime transport accident/incident investigation bureau” (Order of the Minister of Economy and Sustainable Development № 1-1/588 2016 November 8);
  • “The Rule for Investigation of Transport Accidents and Incidents in the fields of Maritime and Inland Waterway Transport” (Order of the Minister of Economy and Sustainable Development № 1-1/496 2024 December 30); 
  • "The rules for Investigation of Aviation Accident/Incident" (Order of the Minister of Economy and Sustainable Development  № 1-1/242 2013 September 4);
  • “The rules for Investigation of Railway Accident/Incident” (Order of the Minister of Economy and Sustainable Development № 1-1/497 2024 December 30);
  • “Manual on Aviation Accident and Incident Investigation Policies and Procedures” (Order of the Minister of Economy and Sustainable Development № 1-1/282 2013 October 3).

In addition to local legislation also uses the international aviation, maritime, and railway conventions, codes, regulations, directives and best practice.
