Akaki Saghirashvili: We appreciate the timely response on our request

“We find it of outmost importance to carry out periodic technical inspection reform transparently and in accordance with public interests. We appreciate the Investigation Service of the Ministry of Finance of Georgia for timely and prompt response on our request and revealing those violations. At this stage, we are planning to use a mechanism of suspension towards all those 10 centers and after completion of the investigation, we also do not exclude even more sever sanctions including the abolishment of the accreditation for some of the centers,” – the Deputy Minister of Economy and Sustainable Development, Akaki Saghirashvili commented for the journalists.

Investigation Service of the Ministry of Finance of Georgia launched a large-scale investigation on revealing violations and incompliance with the technical regulations and requirements as well as breach of issuing the relevant certificated of the Technical Inspection Centers around the country. The investigation revealed that 10 Centers around Georgia (in Tbilisi, Samegrelo-Zemo Svaneti Region, Imereti Region, Kakheti Region and Mtskheta-Mtianeti Region) where the Technical Inspection Certificates have been issued for the private as well as state-owned vehicles despite obvious visual and technical damages of the cars and incompliance with the requirements, thus issuing the void certificates.  

Akaki Saigirashvili noted that the use of sanctions is not the aim, but everyone must clearly realize the power of the rule of law. The faulty vehicles provoke accidents on the roads which might put the human lives under the risk.

“We help those businesses a lot in order to allow them to bring their centers in such a condition that fully complies with the international technical requirements. Unfortunately, not every Center played the honest game. By no means, we will be very strict to such dishonest centers,” – the Deputy Minister noted. 
According to the Deputy Minister of Economy and Sustainable Development, it is also planned to amend existing technical regulations. “The amendment package has been prepared to provide a more efficient mechanism for monitoring the centers. According to existing technical regulations, inspection of the technical inspection centers is provided following the relevant request, while the amendment implies that the monitoring group will  provide the random inspection of the Centers on a 24/7 basis,” – Saghinashvili commented. 

Deputy Minister of Economy and Sustainable Development, Akaki Saghirashvili also noted that the vehicles that had gone through the violated procedure of the technical inspection are obliged to go through the inspection once again at other alternative centers. 

Periodical technical inspection of motor vehicles began in Georgia from January 1, 2018 and will be accomplished by the end of 2019. All vehicles registered in Georgia (with Georgian numbers) are subject to periodic technical inspection.
