Construction of Anaklia Deep Sea Port
Purpose: The Construction of Anaklia Port shall create favourable conditions for the development of logistics services and industrial zone in the adjacent area. The Construction of new port gives the opportunity for development of value added services and shall result in significant increase in cargo turnover through the territory of Georgia. Most importantly, the project will have a tremendous positive social-economic impact in western part of Georgia, as it will create thousands of new jobs.

Additional Information: One of the priority directions of the Government of Georgia is to enhance its port infrastructure. For this purpose, particular importance is attached to the construction of Deep Sea Port in Anaklia. The Anaklia Port shall have the following competitive advantages: 1. Strategic location; 2. Capacity to receive Panamax type of vessels; 3. One stop shop solutions; 4. Simple and fast procedures 5. All year round safe navigation.
In 2014 the Government of Georgia announced the Invitation for Expression of Interest for the construction and development of Anaklia Deep Sea Port. 12 companies officially expressed their interest towards the Project.
On February 8, 2016 a Georgian-American company LTD “Anaklia Development Consortium” (TBC Holdings and Conti Group) was selected as a winner by the Governmental Commission. The Investment Agreement with the investor was signed on October 3, 2016.
The total cost of the project is 2,5 bln. USD, from which around 586 mln. USD will be invested during the first phase. The Government of Georgia will lease 1000 hectares of land to the investor on a long-term basis and will provide railway and road connections to the Port (the total cost of the mentioned input amounts to 100 million USD).
The Port shall be constructed in 9 phases and gradually reach the capacity of handling 100 mln tonnes of cargo annually. The Government will also grant a free industrial zone status to the territory in the vicinity of Anaklia Port. Negotiations regarding the industrial zone will take place additionally.
Construction of Baku -Tbilisi -Kars New Railway Connection Line
Purpose: The implementation of this project will result in creation of an alterative railway route connecting Asia and Europe and will give new impetus to the development of the historic Silk Road, same as the TRACECA transport corridor, which will strengthen Georgia’s position as a competitive route linking Europe and Asia.

Additional Information: Baku – Tbilisi – Kars New Railway Connection Line Project envisages the rehabilitation, reconstruction and construction of 180km railway line which consists of Marabda-Akhalkalaki reconstruction/rehabilitation site with operational length of 153km and the Akhalkalaki-Kartsakhi section with new 27km construction site.
On January 28, 2015 a trial run of a train from Marabda to Kartsakhi was conducted. Moreover, on December 11, 2015 LLC "Marabda-Kartsakhi Railway” and Georgian branch of “Azerbaijan Railway” jointly organized a test run of a freight train on the Marabda-Akhalkalaki railway section.
As of today, approximately 80 % of construction works has been completed.
Development of Logistics Centres
Purpose: The development of logistics centres will promote the development of logistics services in Georgia, including value added services, increase the country’s transit and logistics potential and will also encourage export. New jobs will be created and the country will receive additional foreign direct investments.

Additional Information: One of the components of the East-West Highway Corridor Improvement Project envisages the development of logistics sector in Georgia. One of the main activities of the above-mentioned component includes the preparation of a feasibility study for developing minimum two modern logistics centers with the support of the World Bank. Dornier Consulting International was selected as a winner of the international tender for hiring a consulting company. The feasibility study will be finalized by April 2017, based on which the Expression of Interest for selecting an investor will be announced.
Implementation of Georgia’s National Road Safety Strategy and its Action Plan
Purpose – Increasing the level of road safety in the country and reducing the number of deaths and injuries from road traffic accidents

Additional Information: The National Road Safety Strategy was prepared by the concerned authorities in 2015 in the framework of the Fourth East West Highway Improvement Project financed by the World Bank, The strategy sets a long-term state vision (2016-2030) for improving the level of road safety with shared responsibility of the beneficiary ministries, agencies and stakeholders.
The Strategy was approved by the № 1389 Ordinance of the Government of Georgia of 11 July 2016, according to which the Ministry of Economy and Sustainable Development of Georgia was designated as a coordinating body for implementing the activities considered by Georgia’s National Road Safety Strategy and it was also entrusted to create (along with the other ministries and agencies mentioned in the Strategy) the Road Safety Inter-Agency Commission and National Road Safety Working Group envisaged by Georgia’s National Road Safety Strategy and to approve their Statute, done by the Order № 1-1/536 of the Minister of Economy and Sustainable Development of Georgia of 7 October 2016.
By the end of 2016 the Road Safety Action Plan 2017 was prepared and approved by the Ordinance №2711 of the Government of Georgia of 29 December 2016. The Action Plan considers the implementation of complex actions relating to infrastructure, education, health and other measures.
Construction of Arrivals Terminal at Shota Rustaveli Tbilisi International Airport
Purpose: Expansion of Shota Rustaveli Tbilisi International Airport, that will increase the passenger capacity; Provision of efficient and quality service to arriving passengers in a separate area.

Additional Information: Extra baggage conveyor belts will be placed in the new terminal that will ensure timely supply of luggage. The new terminal project envisages an additional construction for departing passengers, where two jet bridges connecting with aircrafts will be installed. New aircraft station will be arranged in front of the Arrivals Terminal of Shota Rustaveli Tbilisi International Airport. New platform is also considered. After the Arrivals terminal starts operating the existing terminal will serve only departing passengers that will increase capacity and also facilitate timely delivery of luggage.
Automated Air Traffic Control System (ATC)
Purpose - The project aims at upgrading/changing the existing Automated Air Traffic Control System (SELEX)

Additional Information - The contract with the tender winning Spanish company (Indra Systemas, S.A.) was signed on June 10, 2015. The first stage envisaged by the contract was completed in December 2015, the Design Document of Automated Management System (System Design Document) was approved and adopted. The factory acceptance testing (FAT) is currently underway.
Introduction of Voice Communication System
Purpose - The Voice Communication System is to provide communication for air traffic management and its procurement is linked to the upgrading of Automated Air Traffic Control System.
The Voice Communication System will be located in the air control centres, both on route and on approach, and in the airport control tower and will provide the following support :

Introduction of Automated Satellite System for Aircraft Surveillance (ADS–B)
Purpose – A technology which enables pilot as well as air traffic controller to better track aircraft. This will significantly increase the safety of flights and will give the ability to better control the low altitude airspace of transit throughout Georgia, in the Airport zones of Tbilisi, Kutaisi, Batumi and in mountainous regions.

Additional Information – The contract with the tender winning company (Indra Systemas, S.A.) was signed in 2013. The mentioned technology was installed in Poti and Kutaisi in 2013 and in Batumi in January 2015. It is also planned to place next four stations – Gudauri, Bakuriani, Tsnori and “1100” on the navigation facility and provide Tbilisi and Kutaisi with two additional servers. The Tender Commission was established and the tender has been announced by the Order of the Director General according to the Georgian Procurements Legislation.
Procurement and Introduction of New Meteorological Radar Station for the West Region of Georgia
Purpose – The aforementioned project will improve the provision of meteorological services for flights and will enhance the quality of flight safety.

Additional Information – In order to ensure accuracy and precision of meteorological data, which has the direct effect on flight safety, forecasters must be able to undertake maximum visual observation on the meteorological processes within the area of takeoff/landing path and airport. New meteorological radar was successfully installed in the East region of Georgia in the end of 2015. The aforementioned project aims to provide the West region of Georgia with the similar meteorological information.
The Tender Commission was established and the tender was announced by the Order of the Director General according to the Georgian Procurement Legislation. The Enterprise Electronics Corporation (USA) was selected as the winner. The contract with the winning company was signed on October 12, 2016. The project implementation period is 18 months.
Approximation of Georgian Aviation Legislation to the Standards of the European Union (TW GE19)
Purpose – Improving the existing aviation legislation in Georgia and ensuring its compliance with the EU requirements, establishing legal mechanisms which enable the implementation and introduction of the EU regulations, as well as strengthening the Georgian Civil Aviation Agency structurally and institutionally.

Promotion of the Civil Aviation Agency
Purpose – Transforming the Georgian Civil Aviation Agency into the national Supervision Body according to the European Common Aviation Area standards; In terms of air navigation services, fully performing controlling functions, training specialists and increasing their qualification,

Additional Information – The Organization provides assistance to the Agency in order to ensure effective and full implementation of the international obligations delegated to the national body for the air navigation supervision in the following directions: Implementation of the Single European Sky (SES); Flexible Use of Airspace (FUA); Interoperability of air navigation systems; Supervision on Terrain and Obstacle Data (TOD) affecting civil aviation; Implementation of Performance Based Navigation (PBN).
Technical Assistance Project for the countries of Eastern Partnership and Central Asia
Purpose: Supporting the participating countries in effective functioning within the Pan-European airspace, implementing the taken commitments with the EU and approximating the legislation to European Acquis; Harmonizing legislation and working practices with international safety and security standards, considering the comments of ICAO and EASA audit, etc.

Construction of Ambrolauri Domestic Airport
Purpose: Development of the regions and transport infrastructure, tourism promotion

Additional Information: The Ambrolauri Airport will initially serve small 15-20 - seat aircrafts, the possibility of receiving larger aircrafts and expanding the terminal is considered in the future.The length of the runway is 1100 meters and the airport terminal covers 600 m2 capable to serve 50 passengers simultaneously.
