National Quality Infrastructure

National Quality Infrastructure comprisesaspects related to metrology, standardization, accreditation, conformity assessment (production compliance with standards), testing and quality management.

  • Metrology - Metrology includes the aspects related to measurement and measuring instruments;
  • Standardization–ensures to set rules, principles and general characteristics related to the  products and production methods, ensuring adaption of International and Regional European standards as a Georgian standards;
  • Accreditation - that’s the procedure, with which authorized entity gives the official recognition, that the person or organization is competent to carry out specific tasks.
  • Conformity Assessment–conformity assessment sets the product compliance with standards and technical regulations.

National Quality Infrastructure is significant for the international recognition of product and service and its further competitiveness. Correspondingly, national quality infrastructure issignificant for export.

Metrology

1. Device Calibration 

Operation that, under specified conditions establishes the precise metrological characteristics of measuring instruments. 

Documentation, necessary for receiving the service
I – Submission of a written request to the Agency for the service rendered in the field of metrology (calibration).
II – The analysis of possibilities of the service performance (technical, administrative etc.) that indicated in the request, is carried out by the Agency. 
III – Coordination of the service details with interested party, drawing up of the relevant contract between the Agency and the interested party. 
IV – Performance of calibration and issuing of the relevant documents (calibration certificate, report of calibration results and etc.)

2. Verification of legal measuring instruments 
Verification - provision of objective evidence that a given item fulfils specified requirements. 

Documentation, necessary for receiving the service
I – Submission of a written request to the Agency for the service rendered in the field of metrology (calibration).
II – The analysis of possibilities of the service performance (technical, administrative etc.) that indicated in the request, is carried out by the Agency.

3.    Registration of types of legal measuring instruments’ in the state register 

It determines the procedures of types approval of measuring instruments manufactured in Georgia and abroad, recognition of types of measuring instruments approved abroad, registration of measuring instruments made as unitary copy in Georgia or imported from abroad in the State register.

Documentation, necessary for receiving the service
I - Submission of necessary documentation (registered standard, test program, type description, report of examination commission and conclusion, verification (calibration) methodology and other).
II - In the case of submission of full set of necessary documents the relevant agreement is drawn up between the Agency and customer.
III - Upon completion the work measuring instruments are to be registered in the Register within 5 working days in case of positive decision made with regards to measuring means’ registration in register, draw up relevant certificate.

4.  Recognition of initial verification results

I - Approval of type of measuring instruments.
II - Recognition of Approval of type of measuring instruments.
III - Produced as an unitary copy and/or imported.

This measuring rule determines the procedures of recognition of initial results of those measuring instruments that have not been in operation yet. 

The documentation, necessary for receiving the services
I - Submission of necessary documentation (written request of customer, the document approves the initial verification of measuring instruments, the document approves accreditation of verification organization and stamped mark patterns).
II - Request discussion and decision procedure.
III - Positive results are formed by a relevant act, based on which there will be put a a mark about recognition of initial verification results by a stamp in each of a measuring instrument passport. The number and date of recognition certificate is also indicated in the same mark.

1.  Development of Georgian Standard

Development of Georgian standard (the development  of Georgian standard realizes in the field where do not exist the international/European standards and there are high demand for a standard), discussion of standardization on technical committee and manage other procedures in accordance with Georgian Legislation, what connects with the registration of mentioned standard in standard register on the ground of request of interested person/-s.

2.    Registration of Georgian Standard or its Change 

Registration and award of relevant number of by the Georgian legislation with determined  rule elaborated standards’ changes in the standards register of Georgia.

Accreditation

Accreditation is an expert assessment on the conformity assessment bodies based on which the Accreditation Centre of (GAC), officially recognizes the competence of the conformity assessment bodies against the international conformity assessment standards and is issuing an accreditation certificate.
 
1. Conformity Assessment bodies consists of:

  • Laboratories: testing, calibration, medical;
  • Certification bodies: product; services, persons, audit and management systems;
  • Inspection bodies: car inspection, verification of a legalized measurement means;
  • Proficiency testing providers.

Issuing of the accreditation certificate:

  1. Testing laboratories according to SST ISO/IEC 17025;
  2. Calibration laboratories according to SST ISO/IEC 17025;
  3. Medical laboratories according to SST ISO 15189;
  4. Product certification bodies according to SST ISO/IEC 17065;
  5. Personnel certification bodies according to SST ISO/IEC 17024;
  6. Management system certification bodies according to SST ISO/IEC 17021;
  7. Inspection bodies according to SST ISO/IEC 17020;
  8. - Proficiency testing providers to SST ISO/IEC 17043.
